"Explosive substances in Nepal are governed by the Explosive Substances Act 2018 (1961) and the Explosive Material Rules 2020 (Visphotak Padarth Niyam), with parallel criminal provisions in the Muluki Aparadh Sanhita (Penal Code) 2074, Chapter 6 (Sec 129–137) which defines ammunition to include gunpowder, detonators and fuses. The Chief District Officer is the licensing authority for sale, use and supervision; commercial blasting explosives go through MoHA, Nepal Army and (for imports) the Ministry of Foreign Affairs. Firecracker offences during Tihar attract up to 3 years imprisonment and NPR 30,000 fine."
