Caste Discrimination Law in Nepal 2026: Rights & Penalties
"The Caste-Based Discrimination and Untouchability (Offence and Punishment) Act 2068 (2011), as amended in 2018, criminalises discrimination, exclusion, restriction and humiliation on grounds of caste in both public and private settings. Section 7 penalty (post-2018 amendment): 3 months to 3 years' imprisonment plus a fine of NPR 50,000 to NPR 200,000. Public-official offenders face +50% added punishment. Section 8 grants compensation of NPR 25,000 to NPR 100,000 to victims. Article 24 of the 2015 Constitution classifies untouchability as a severe social offence."
