"Environment pollution in Nepal is governed by the Environment Protection Act 2076 (2019), the Environment Protection Regulation 2077 (2020), and parallel criminal provisions in the Muluki Aparadh Sanhita (Penal Code) 2074 Sec 111-112. EPA 2076 replaced the 1997 Act with stronger penalties — up to NPR 5,000,000 fine and up to 3 years' imprisonment for serious violations. IEE and EIA thresholds sit in Schedules 1 and 2 of EPR 2077. Constitution Article 30 grants every person the right to a clean and healthy environment and the right to compensation from polluters. The Ministry of Forests and Environment and Department of Environment administer."
